The State Owes Labour a Living

It seems that the Labour party has once again began using the word 'Toff' in an attempt of scaring people away from the Conservative party. An attempt to create a picture that every single sympathizer of the Conservative party went to Eton. A tactic which they constantly use for tarring Plaid Cymru and SNP with the term 'nationalists'.

What word best sums up 'poor, sick, pseudo-valued, deceiptful, the state owes me a living', in a way that can easily be put before the name of a Labour party sympathizer?
